			<content:encoded><![CDATA[<p>On 19th May 2011, the Development and Control Committee at South Northamptonshire Council agreed the following recommendation:</p>
<p>DELEGATE AUTHORITY TO THE HEAD OF ENVIRONMENT &#038; DEVELOPMENT TO GRANT OUTLINE PLANNING PERMISSION FOR THE DEVELOPMENT AS DETAILED IN THE OPTION 2 MASTERPLAN ONLY SUBJECT TO THE FOLLOWING: </p>
<p>(i)        The applicant demonstrating to the satisfaction of the Head of Environment and Development that:</p>
<p>-           The existing Brackley sewerage treatment works cannot for reasons of practically and/or economic viability accept the flows from the development or that it would result in unacceptable detriment to the water environment; and<br />
-           The proposed on-site sewerage treatment works would not result in an unacceptable impact upon the water environment; and<br />
-           The on-site sewerage treatment works would not be detrimental to the character and appearance of the development and the locality in general.</p>
<p>(ii)       The submission of an acceptable protected species survey demonstrating no harmful effects on protected species and/or acceptable mitigation measures to the satisfaction of the Head of Environment &#038; Development:</p>
<p>(iii)      The submission of acceptable mitigation works on the strategic highway network to address the outstanding matters of the Highway Agency and the consequent removal of the holding direction to the satisfaction of the Head of Environment &#038; Development:</p>
<p>(iv)      The resolution of any outstanding issues with the indicative option 2 masterplan considered to exist by the Head of Environment and Development to his satisfaction, as necessary:</p>
<p>(v)       The wording of the planning conditions and reasons for the conditions including adding or removing conditions as necessary to the satisfaction of the Head of Environment &#038; Development (a draft guide to the conditions to be imposed is set out at the end of the report):</p>
<p>(vi)      The wording of the reasons for approval to the satisfaction of the Head of Environment &#038; Development:</p>
<p>(vii)     The completion of an acceptable signed S106 planning obligation for the contributions outlined in paragraph 3.76 in the report, together with off-site ecological mitigation works and any other contributions or amendments to the Heads of Terms that are considered necessary and appropriate by the Head of Environment and Development.</p>
<p>If for whatever reason the Head of Environment and Development is not able to determine the above to his satisfaction then the application will be returned to the Development Control Committee for determination.</p>
<p>The proposed design code for the development of the site will be brought before the Committee for consideration.</p>

			<content:encoded><![CDATA[<p>Barratt Strategic and Taylor Wimpey UK Ltd. submitted an outline planning application to South Northamptonshire Council in August 2010. South Northamptonshire Council has suggested a number of amendments which have been incorporated into the masterplan recently consulted on. The fundamental principles of the development remain in place.</p>
<p>The following  information has now been submitted to South Northamptonshire Council.</p>
<ol>
<li>A masterplan as requested  by South Northamptonshire Council.</li>
<li>Supplementary Environmental Information for the environmental statement – including further information on access and traffic.</li>
<li>A Construction Traffic Management Plan. Please note it is not intended that Halse Road is used for heavy vehicles associated with the construction.</li>
</ol>
<p>South Northamptonshire Council will undertake its formal  consultation procedure in accordance with  their normal neighbour notification process.</p>
<p>If the outline application is approved by the council, the applicants are keen to move forward quickly, working with the South Northamptonshire Council and the local community, with the objective of submitting a detailed application for the first phase of the development (around 300 homes). This and any future application will also be subject to further statutory consultation by South Northamptonshire Council.</p>
